The Second Confederate Congress adjourned after its second session on March 18, 1865, never to reconvene due to the military defeat of the Confederacy. The Confederate Congress tends to cut a poor figure in most Civil War histories which is somewhat unfair. It passed almost all legislation that the Davis administration requested to fight the War, and its legislative accomplishments over four years will bear comparison to the United States Congress during the same time period. The Confederate Congress was attempting to create a new nation which from its birth was involved in a War with a much stronger power. Under the circumstances it was amazing that they were able to follow orderly processes in chaotic times and pass as much legislation as they did.
